Karl Milner
Director
Karl Milner is a strategic communications and board development adviser with more than three decades’ experience across politics, business and the NHS. He advises chairs, chief executives and senior teams on organisational narrative, reputation, stakeholder confidence and complex change. His consultancy practice combines communications counsel with practical board development: diagnosing how teams work, facilitating difficult conversations, strengthening constructive challenge and converting discussion into clear action. Karl has supported more than 100 organisations and has worked as a board-level NHS communications director. He is also a founder and Director of the Quality Bureau.
Maxine Power
Director
Dr Maxine Power is a nationally recognised leader in improvement science, quality management systems and large-scale transformation. With more than 35 years of experience across the NHS, academia and national policy, she helps organisations embed continuous improvement, strengthen leadership and deliver sustainable change. As Director of Improvement at Manchester University NHS Foundation Trust, she leads trust-wide improvement strategy and quality management, while also advising the National Quality Board and the Welsh Government on healthcare transformation. At Quality Bureau, Maxine partners with organisations to build improvement capability, develop high-performing systems and deliver lasting impact.
Carrie Marr
Director
Carrie Marr has built and run the parts of health systems that exist to make care safer – on two continents. She was Chief Executive of the Clinical Excellence Commission in New South Wales, the body responsible for safety and quality across the state's health system, and before that spent a decade with NHS Tayside leading organisational effectiveness and change. She's as comfortable with governance as she is with culture, and moves easily between the boardroom and the front line. These days, she advises boards and executive teams across the UK and Australia.

Jason Leitch is an internationally recognised healthcare leader, trusted adviser and engaging speaker who helps organisations improve quality, safety, performance and culture. With experience spanning clinical practice, government, executive leadership and global healthcare improvement, he works with boards and leadership teams to solve complex challenges and deliver lasting change. As Scotland's former National Clinical Director, Jason played a key role in shaping national healthcare policy and became a trusted public voice during the COVID-19 pandemic. At Quality Bureau, he helps organisations build confident leaders, stronger cultures and sustainable improvement.
James Mountford

James Mountford is a health and education sector leader, executive coach and advisor with a medical background and an international reputation for developing clinically-led strategies and delivering sustainable improvement (both locally and at scale) through establishing people-centred management & performance systems focused on quality, value and co-production.
